Project Delivery
On 19 May 2008, the State Government announced BrisConnections as the Preferred Bidder for Airport Link, Northern Busway (Windsor to Kedron) and Airport Roundabout Upgrade projects.
BrisConnections – delivering smarter ways to move Under a Public-Private Partnership (PPP) BrisConnections will finance, design, construct, commission, operate and maintain Airport Link for a period of 45 years. BrisConnections will also will also design and build the Northern Busway (Windsor to Kedron) and the Airport Roundabout Upgrade, before handing it back to the State. The combined projects total $4.8 billion in design and construction costs.
The board and executive management team of BrisConnections has significant experience in road engineering, toll road operation and the delivery of major infrastructure projects. BrisConnections aims to construct and operate a world-leading toll road in terms of affordability, urban design and customer service.

Thiess John Holland – managing design and construction BrisConnections has contracted Thiess John Holland, a joint venture between Thiess Pty Ltd and John Holland Group, to undertake the design and construction of Airport Link, Northern Busway (Windsor to Kedron) and Airport Roundabout Upgrade.
Airport Link, one of the most complex road and tunnel engineering feats in Queensland’s history, will be constructed together with the Northern Busway (Windsor to Kedron) and Airport Roundabout Upgrade.
Construction of the projects comprise two separate tunnels (road and busway) and a new airport connection:
• 6.7km Airport Link toll road (more than 11km of tunnel and ramps) • Windsor to Kedron section of the Northern Busway (1.5km tunnel) • 750m flyover bridge and fast-diamond intersection replacing the airport roundabout.
Construction of all three projects is scheduled for completion by mid 2012.
Thiess John Holland Services - maintenance and safe operation of the toll road
The operations and maintenance of Airport Link will be undertaken by Thiess John Holland Services – an unincorporated joint venture between Thiess Services and John Holland Services.
City North Infrastructure (CNI), a wholly owned Queensland Government operation representing the State on major infrastructure projects, will oversee the delivery of these projects.
